The ones being ripped off: "Oh... yes we sent you this letter in the mail to come here and to bring these medical tests and paperwork fee. Oh... well it's not your turn yet actually. Oh... Come back when you get our next letter." That was me and my mom when we were waiting for our green card in Haiti 20 years ago. Twice they had us waste money on medical tests and paperwork fees that they kept only to tell us the letter requesting us to show up is not correct.

I'm sorry to hear about your experience. Some visa processes are rackets, at best; especially towards certain countries!

Indeed. That was almost 25 years ago and we eventually got the green cards but it's even worse now. The current racket is to have people pay fees and let them know it's a lottery for how many people can even step in for an interview. In any given appointment date, there might be at least 2000 people who pay $600US and only 50 of them get picked once at the door and the rest are "invited" to apply again in 3 months. I'd like a daily $1M+ revenue stream. It's a racket.
